Upstart Inc. is a non-profit that was founded in 2000 by Carolyn Banks. Upstart Mission Statement, “To promote visual literacy and give voice to the people of Bastrop through media arts outreach and education.“

Upstart manages BCAT-TV and Upstart Media Arts Center (UMAC). Both are located in Bastrop at 1800 Linda Street. Upstart is available for hire for some production work as well.
